Siddiqi was educated at the Pakistan Air Force Military Academy in Sargodha and received a Bachelor's degree from F.C College in Lahore, a Master's degrees from the University of Karachi and the University of Cambridge.
In 1968, after a stint as a recon pilot in the Pakistan Air Force and a year as a Management Trainee for the Pakistan Tobacco Company, Siddiqi sat his Central Superior Services of Pakistan (C.S.S) examinations for the elite Pakistan Civil Services and topped the examination in West as well East Pakistan (what is now Bangladesh)joining the "District Management Group".
In 1982, Siddiqi began serving as a Minister Hajj in Saudi Arabia, where he was appointed Commissioner of Karachi. He then served in several roles, including Managing Director of the Rice Export Committee of Pakistan,[1] Director General Ports and Shipping, and ultimately Federal Secretary Communications and Chairman National Highway Authority in 1997. He worked with Prime Minister Benazir Bhutto, a relationship he characterized as both close and courteous in his tribute to her after her death.[2]
Bhutto and two-time Prime Minister Nawaz Sharif had a contentious and divisive struggle for Pakistan's power, which affected the careers and lives of hundreds of lesser ministers.[3] After his ascension, Sharif relegated Siddiqi to a lesser position. Press articles at the time, including Ardeshir Cowasjee (Dawn, January 18, 1998) and Kunwar Idrees (The News, October 7, 2000), called for a reversal of Siddiqi's fortune. It was not forthcoming. After leaving government service, Siddiqi refused a government pension.[4]
Siddiqi served as Executive Director of the Indus Valley Institute of Art and Architecture in Karachi[5] before becoming Vice Chancellor of Ziauddin Medical University.[6] He also serves as the President of the Sindh and Balochistan Chapter of the British Alumni Association.[7]
